Everyone has the right to life. Super bright HID daytime headlights violate human rights by causing accidents. The high brightness of HID daytime headlights mask vulnerable road users, which we call it "masking glare".
The Road Vehicle Lighting Regulations 1989 Part III Regulations Governing the Maintenance of lamps, requires all lamps to be working before driving is permitted. So driving with a failed headlights and running lamp is illegal.
LED DRL is greatly advised by Association of British Insurers. Some drivers use normal headlamps for daytime running light. This is a wrong application. Headlamps are designed for seeing with. In order to allow to be seen, dedicated lamps with long life span such as led should be advocated, which won't cause any glaring problem.
High power led daytime running lights are energy effcient, durable and reliable. The life span of led can last 60,000 hours, and some buses and trucks use them for rear and indicator lamps.
Using led daytime running lights for normal headlights is a wrong advice which put vulnerable road users at risk or lamp failure or dazzle due to humps could be construed to be the causation of an accident.
